Julio Chapa Sentenced to 100 Years for Indecency with 2 Children by Sexual Contact

ARANSAS COUNTY, TEXAS (News Release) - On March 26, 2025, Julio Chapa, 54, was sentenced to two stacked 50 years sentences for two counts of Indecency with a Child by Sexual Contact. In addition, the maximum fine of $10,000 was assessed in each count.

The evidence showed that in July of 2020, 7-year-old B.C. and 8-year-old C.C., were visiting their biological mother at the home where the Defendant resided. B.C. and C.C. were asleep in the living room late at night when the Defendant tapped them on the shoulder and instructed them to go to his room. The Defendant told the girls they would see legos and collectibles in his room. While in his room, the Defendant kissed one of the children’s stomach and then proceeded to touch her genitals. The Defendant also touched the genitals of the other girl. Both girls testified they were extremely scared and in shock. B.C. asked to go to the restroom, but the Defendant told the girls that they were not allowed to leave. At this time, there was another adult in the bedroom next to the Defendant’s. The adult left her room, and this noise and distraction provided the girls an opportunity to leave the Defendant’s room.
When the now 12-year-old B.C. and 13-year-old C.C. testified, the Defense attempted to blame the girls for the events that transpired. The Defense asked C.C. why she went to the Defendant’s room at all, why she didn’t protect her sister, and why she didn’t leave the room. C.C. explained that at the age of eight, she was taught to do what adults told her to do. She went to the Defendant’s room because he told her to. She had no idea what awaited her in the room, and once the touching happened, she was scared.
At closing argument, the State called out such tactics as victim-blaming children. The State also argued that the blame should not be placed on 7 and 8-year-old children, but on the grown man who thought it was okay to violate children in the first place. The jury took approximately 45 minutes to find the Defendant guilty.
During punishment, it was revealed that, in 2008, the Defendant made admissions of guilt to three aggravated sexual assaults of a child against his then 8-year-old niece in Washington County, Texas. The Defendant had also previously been sentenced to prison for breaking the ribs of his two year-old son in Washington County, Texas. For that offense, he only received six years in prison in Washington County. The Defendant testified at sentencing and denied that he did anything to his niece or did anything to B.C. or C.C.
The Defense asked for a sentence of eight years to be assessed. The State argued for a sentence that would ensure the Defendant never got an opportunity to get out of prison to hurt another child again. The State pointed out the pattern of abuse that the Defendant had against very young children and asked for the sentences to be stacked. In response, Judge Starr Bauer issued a 50-year sentence with a $10,000 fine in each count. Judge Starr Bauer also ordered that the sentences be stacked.
