Nueces County Public Health District Announces Halloween Safety

Halloween can still be celebrated, but like the perfect costume, the Public Health District advises altering it to fit the community’s needs.

Corpus Christi - Halloween, like many other events this year, will not be your typical celebration. The Corpus Christi - Nueces County Public Health District feels it’s important to adjust the current traditions to keep everyone safe.

Halloween can still be celebrated, but like the perfect costume, the Public Health District advises altering it to fit the community’s needs. It is advised to create new Halloween activities at home with your family like a movie night, a spooky candy hunt, or even a haunted house.

If you plan on going out, here are some DO’s and DON’Ts that will help your night be safe and fun:

  • DO plan your celebration.

  • DO plan creative ways to distribute treats contactless.

  • DO evaluate the risks. 

  • DO NOT hand out treats directly, instead; have pre-packaged treats, socially distanced or hang them from your trees.

  • DO NOT host a party where social distancing is not possible.

Breast Cancer Awareness Parade

Instead of the traditional Breast Cancer Awareness 5K, this year, Student Health and Wellness at Texas A&M University-Kingsville will host the Breast Cancer Awareness Parade.

KINGSVILLE — In lieu of their traditional Breast Cancer Awareness 5K, this year, Student Health and Wellness at Texas A&M University-Kingsville will host the Breast Cancer Awareness Parade. This is the 20th year Student Health and Wellness will honor this cause.

Check-in for the parade will be at 10 a.m. Saturday, Oct. 24, at the intramural field parking lot on Avenue B. The parade begins at 10:15 a.m. This event is open to students, faculty, staff and community members.

There is no registration fee, however, donations will be accepted in the form of checks or money orders. The donations will go to the Susan G. Komen San Antonio Affiliate.

Easy Ways to Report Abandoned Trailers, Boats, and Cars

Police say abandoned vehicles are a problem in Flour Bluff, specifically the area of Waldron Road and Yorktown Boulevard.

CORPUS CHRISTI – The City of Corpus Christi wants residents to know there is an easy way to report abandoned trailers, boats, and cars to get them removed.

This reminder comes after a photo of an abandoned RV left on the side of the road in Flour Bluff made headlines earlier this week after it went viral on Facebook. Solid Waste crews responded, crushed the trailer and took it to the landfill for disposal at no cost to citizens.

Police say abandoned vehicles are a problem in Flour Bluff, specifically the area of Waldron Road and Yorktown Boulevard. The quickest way to have these often-dangerous obstacles removed is by reporting the incident to the City Customer Call Center at 361-826-CITY (2489).

Investigators also urge anyone with information on dumped vehicles to please call the Police Department at the non-emergency number, 361-886-2600.

Corpus Christi Agrees to $1.85 Million Incentive for New Sports Complex

CORPUS CHRISTI – Corpus Christi Mayor Joe McComb and the City Council approved a $1.85 million five-year business incentive agreement between the Corpus Christi B Corporation (Type B Board) and Next Sports Company (NSC). This agreement is considered a grant and is not required to be paid back unless outlined milestones are missed. The United Soccer League quality training center and stadium will consist of eight multi-purpose fields to be used for soccer, lacrosse, field hockey, flag football, and cheerleading for both children and adults.

NSC plans to build a sports complex on Old Brownsville Road near the Gabe Lozano Golf Course. The approved grant will help with infrastructure improvements associated with the sports complex. The City’s incentive of $1.85 million will leverage over $15 million in private sector investment.

NSC’s project will create nearly 100 full-time and part-time jobs for residents. The chosen location also helps the local economy by giving visiting athletes three nearby hotels and several eateries.

The Corpus Christi Regional Economic Development Corporation received and approved the Type B Board’s application earlier this year. In September, the Type B Board approved the business incentive agreement at its monthly meeting.

Final Approval on Loan Program for Seawater Desalination Project

The City has been approved for up to $222.5 million through the TWDB State Water Implementation Fund for Texas (SWIFT) loan program that can be used for funding design and construction of a Seawater Desalination Facility.

CORPUS CHRISTI – Corpus Christi City Council gave their final approval for issuing Utility System Revenue Improvement Bonds as security for the first portion of a loan from the Texas Water Development Board (TWDB) for the City’s Seawater Desalination Project. A first reading of the ordinance was approved last week.

The City has been approved for up to $222.5 million through the TWDB State Water Implementation Fund for Texas (SWIFT) loan program that can be used for funding design and construction of a Seawater Desalination Facility to provide a future potable water supply for all customers. The City will use a portion, $11.4 million, to cover costs for environmental data analysis, permits, and other planning tasks. These next steps will provide the final information necessary for the City Council to determine how to proceed forward with the project.

City Council’s decision on using the first portion of the $11.4 million loan will NOT lead to higher water utility rates, and the City will receive a 20% reduction in interest as compared to traditional financing methods for the bonds issued in 2020.  The final interest rate guaranteed to the City is 1.996%, saving the ratepayers 64 basis points in interest that equates to $1.5 million over the life of the bonds.

AG Paxton Sues Google

AUSTIN – Attorney General Ken Paxton announced today that Texas is suing Google for engaging in anticompetitive and exclusionary practices that eliminate competition for internet searches and search advertising. Texas is joining the U.S. Department of Justice (USDOJ) and the States of Arkansas, Florida, Georgia, Kentucky, Indiana, Louisiana, Mississippi, Missouri, Montana, and South Carolina in filing an antitrust suit challenging Google’s exclusionary business practices. Google’s illegal conduct has allowed it to dominate the search industry by requiring exclusivity from business partners and avoiding competition on the merits while shielding itself from competitors who might threaten its market share. 

“Google’s anticompetitive business strategies have disrupted the competitive process, reduced consumer choice, and stifled innovation,” said Attorney General Paxton. “The violations set forth in the complaint show that Google no longer resembles the innovative startup it was 20 years ago. Our action today is intended to restore competition and allow rivals and next generation search engines to challenge Google so that the marketplace, not a monopolist, will decide how search services and search ads are offered.”

Google’s practices have harmed consumers by reducing choices in areas like privacy, data protection, and use of consumer data, ultimately diminishing the quality of search services. Google’s anticompetitive conduct has also given it the ability to increase advertisers’ costs and reduce the quality of its advertising services.

The Corpus Christi Parks & Recreation Department is offering a Winter 2021 Youth Soccer League for girls and boys ages 7-17.

CORPUS CHRISTI – The Corpus Christi Parks & Recreation Department is offering a Winter 2021 Youth Soccer League for girls and boys ages 7-17 (as of January 2, 2021). The seven-week season will run from January 3-February 14, 2021, at Corpus Christi Gym, 3202 Cabaniss Parkway.

Youth new to the game will learn the fundamentals of indoor soccer, such as passing, ball control, positioning, plays, strategies and other important skills of the game. Better understanding of the sport will be gained through weekly practice, and league play. Competition against opponents will provide new and experienced players opportunities to improve their skills.

5 Division Play: U8, U10, U12, U14 and High School. (Team Registration Only)

ONLINE REGISTRATION will be offered October 19–December 13, 2020, for $350 per team at https://register.ccparkandrec.com. Late registration will be available December 14–20, 2020, for $375 per team. Settlement Reached with Opioid Manufacturer

The trust will go toward abating the opioid crisis, including valid claims related to MNK’s role in the opioid crisis raised by non-governmental claimants.

AUSTIN – Attorney General Ken Paxton today announced an update to a global settlement framework agreement between state attorneys general, local subdivisions, and the opioid manufacturer Mallinckrodt (MNK), its subsidiaries, and other affiliates. Under the new settlement, MNK will pay $1.6 billion into a trust. MNK is currently the largest generic opioid manufacturer in the United States

 “This agreement is a significant step toward helping those victimized by one of the worst man-made epidemics in our state’s history,” said Attorney General Paxton. “My office has been aggressively working to hold opioid manufacturers accountable for their deceptive marketing of highly-addictive pain pills, which spurred an epidemic and left victims and families with unimaginable consequences. My office will continue to do everything it can to protect Texans and help our state heal from this crisis.”

The trust will go toward abating the opioid crisis, including valid claims related to MNK’s role in the opioid crisis raised by non-governmental claimants. MNK also agreed that its opioid business will be subject to stringent injunctive relief that, among other things, will prevent marketing and ensure systems are in place to prevent drug misuse. Details about how much each state will receive, how the money will be distributed, and how the trust will be administered are all still being negotiated.

Gulf Beaches Unfavorable due to Hurricane Delta

Locally, beach driving conditions are expected to be poor and unfavorable as water reaches the Gulf beach dunes near the time of high tide.

CORPUS CHRISTI – As Hurricane Delta continues moving North through the western Gulf of Mexico today, the City wants to advise the public of the potential impact to Gulf beaches in Corpus Christi.

Locally, beach driving conditions are expected to be poor and unfavorable as water reaches the Gulf beach dunes near the time of high tide. Some beach access roads will be impassable. A high risk of rip currents will continue today as a result of large swells and long wave periods. 

The public is highly encouraged to use precaution while driving on the beach access roads and is advised to avoid driving on the beach where there may be water in the driving lanes or at the base of the dunes. Be aware that extremely high tides can deposit debris onto beach that could potentially damage vehicle tires.

Red Flag Rip Current Warning conditions and high-water levels will remain present up through Saturday.

Three Arrested for Fatal Stabbing

Omar Valdez, Tristen Silguero, and Raul Garcia are all self-admitted members of a Criminal Street Gang. At this point in the investigation, it does not appear the death of Jacinto Obregon was gang-related.

On October 6, 2020, the Kingsville Police Department Criminal Investigations Bureau along with the assistance of the Texas Rangers continued their investigation into the stabbing, which resulted in the death of 65-year-old Kingsville resident Jacinto Obregon.
 
The investigation led to the arrest of a 17-year-old Kingsville resident who was identified as Tristen Silguero.  Silguero was arrested for the offense of Capital Murder by the Kingsville Police Department and is currently being held at the Kleberg County Jail on a $1,000,000.00 bond that was set by Kleberg County Justice of the Peace Carmen Cortez.  
 
The investigation also resulted in the arrest of 19-year-old Raul Garcia who resides in both Houston, Texas and Long Beach, California.  Garcia was charged for the offense of Coercing, Inducing, or Soliciting Membership in a Criminal Street Gang.  Garcia is currently being held at the Kleberg County Jail on a $30,000.00 bond, which was also set by Kleberg County Justice of the Peace Carmen Cortez.
 
Omar Valdez, Tristen Silguero, and Raul Garcia are all self-admitted members of a Criminal Street Gang. Garcia was not directly involved in the murder of Obregon.   At this point in the investigation, it does not appear the death of Obregon was gang-related.

The Corpus Christi Parks & Recreation Department will offer a three-day Thanksgiving Break Youth Basketball Camp for boys and girls ages 8-17 on November 23, 24, and 25, 2020, from 9am-1pm at the Corpus Christi Gym, 3202 Cabaniss Parkway.

Novice players will learn the basics of basketball through skills and drills. Players with experience will adjust techniques to improve their skill level. Professional instruction will be provided by local High School Basketball Coach Roy De La Pena.

New health and safety procedures have been implemented to prevent the spread of COVID-19. Face masks are required in the gym, except while playing on the court. Players will have their temperatures taken at the door prior to sign-in. One sanitized ball will be provided per participant for the whole camp session, so do not bring your own equipment. Denton County - Carrollton Mayoral Candidate Arrested for Mail Ballot Fraud

Zul Mirza Mohamed, a candidate in the City of Carrollton mayoral race, was arrested for 84 counts of mail ballot application fraud and 25 counts of unlawful possession of an official mail ballot.

AUSTIN – Texas Attorney General Ken Paxton announced that his Election Fraud Unit assisted the Denton County Sheriff’s Office in arresting Zul Mirza Mohamed, a candidate in the City of Carrollton mayoral race, on 84 counts of mail ballot application fraud and 25 counts of unlawful possession of an official mail ballot. If convicted, Mohamed faces up to 20 years in prison for these offenses. 

“I strongly commend the Denton County Sheriff’s Office, the Lewisville Police Department, and Texas Department of Public Safety as well as the Denton Elections and District Attorney’s offices for their outstanding work on this case and their commitment to ensuring a free and fair Presidential election in the face of unprecedented voter fraud,” said Attorney General Paxton. “Mail ballots are inherently insecure and vulnerable to fraud, and I am committed to safeguarding the integrity of our elections. My office is prepared to assist any Texas county in combating this form of fraud.” 

Mohamed allegedly obtained a virtual mailbox using a false identity, forged at least 84 voter registration applications for unwitting Denton residents and had them sent to a fraudulent location. At the time of arrest, Mohamed was in the process of stuffing envelopes with additional mail ballot applications for neighboring Dallas County.

Governor Abbott Issues Executive Order To Open Bars

Texas bars may offer on-premises services up to 50% of the total listed occupancy of the establishment.

County Judges will be able to opt their county into opening bars beginning October 14th, provided they assist in enforcing health protocols. The Governor's Executive Order also increases the occupancy levels for all business establishments other than bars to 75%.  

Bars or similar establishments that hold a permit from the Texas Alcoholic Beverage Commission (TABC), and are not restaurants may offer on-premises services up to 50 percent of the total listed occupancy of the establishment if:

a.   the bar or similar establishment is not in an area with high hospitalizations and the county judge of the county in which the bar or similar establishment is located files the requisite form with TABC; or

b.   the bar or similar establishment is in an area with high hospitalizations but is located in a county that has filed with DSHS, and is in compliance with, the requisite attestation form promulgated by DSHS regarding minimal cases of COVID-19, and the county judge of the county in which the bar or similar establishment is located also files the requisite form with TABC.

Patrons at bars or similar establishments may eat or drink only while seated, except that in an establishment that holds a permit from TABC as a brewer, distiller/rectifier, or winery, customers may sample beverages while standing so long as they are in a group of six people or fewer and there is at least six feet of social distancing or engineering controls, such as partitions, between groups.

Where applicable, this 50 percent occupancy limit applies only indoors; the limit does not apply to outdoor areas, events, or establishments, although social distancing and other protocols must be followed.

Missing TAMUK Math Professor

Kingsville Police Department has reported that the body Dr. Wu, has been located at Boca Chica Beach, near Brownsville, TX .

Hueytzen James Wu 74YOA, has been reported missing by family members after his wife, who had been out of town, attempted to contact him last week.  Neighbors report having seen him the afternoon of Thursday October 1st, 2020 at approximately 4:45pm.

Dr. Wu was seen in the area of Benavides and Hebbronville at local convenience stores later that evening.  Witnesses have indicated that Dr. Wu appeared dazed and confused and did not appear to know where he was or where he was going.  Dr. Wu is a diabetic and does not have his medication with him.  The symptoms described above are consistent with an individual that has not received appropriate medication. Dr. Wu is described as an Asian Male 5’7”, 140lbs.  Dr. Wu a professor of mathematics, did not report to work at a local university on Friday, October 2nd, 2020 or on Monday, October 5th, 2020. 
 
A large sum of cash was withdrawn from the account of Dr. Wu since the time he has been reported missing.   Dr. Wu was last driving a 2015 Nissan Odyssey White in color.  That vehicle has been located at the Boca Chica Beach near Brownsville, Texas.  This is an area near the SpaceX facility.

Free Breast Cancer Screenings

In observance of October as Breast Cancer Awareness Month, the Texas Health and Human Services Commission is encouraging women to get screened for breast cancer.

In observance of October as Breast Cancer Awareness Month, the Texas Health and Human Services Commission is encouraging women to get screened for breast cancer.

Eligible women can receive free screenings through HHSC’s Breast and Cervical Cancer Services program. BCCS helps fund clinics across the state to provide breast cancer screening and diagnostic services such as clinical breast examinations, mammograms, and breast biopsies. In 2019, the program helped more than 24,600 women in Texas, including more than 16,000 women who received breast cancer services.

“Breast cancer is the second most common cause of cancer death in Texas women, so we want to stress the importance of getting screened on a regular basis to detect cancer in its early stages when treatment is most likely to be effective,” said Dee Budgewater, HHS deputy executive commissioner for Health, Developmental and Independence Services. “The screening and diagnostic services that BCCS provides are life-saving tools that can lower the mortality rate of breast cancer in Texas.”

In addition to breast cancer services, BCCS provides cervical cancer screenings and treatment for precancerous cervical conditions. Uninsured and underinsured Texas women who have an income at or below 200 percent of the federal poverty level are eligible to apply for BCCS. Additional eligibility requirements can be found here.

As a grantee of the National Breast and Cervical Cancer Early Detection Program, BCCS is partly funded through the Centers for Disease Control and Prevention. The federal program provides grants to states for early detection of breast and cervical cancers. Between June 2019 and June 2020, the federal program awarded BCCS more than $6 million as part of the effort.

National Breast Cancer Awareness Month is observed in October in the United States. The month is intended to raise awareness about breast cancer and provide education about prevention, screening, and treatments. The survival rate significantly increases when cancer is found and treated early.

This month, some notable Breast Cancer Awareness dates include:

Omar Valdez (18YOA) Arrested for Capital Murder, Investigation Continues

Officers responded to a stabbing on Monday, October 5 at 9:51 a.m. in Kingsville.

Officers responded to a stabbing at 9:51 a.m., at 529 E. Fordyce Ave.  Responding officer found Jacinto Obregon (65YOA) laying on the driveway and they could see that he had been stabbed.  Kingsville FD EMS arrived and transported Mr. Obregon to the local hospital, Spohn Kleberg Memorial Hospital.  Mr. Obregon was subsequently transported by Halo Flight to Christus Spohn Shoreline hospital where he succumbed to his wounds. 
 
The investigation revealed that Mr. Obregon was cleaning his car, in his driveway, when two males approached him.  It is believed that the two attempted to rob Mr. Obregon and he was stabbed.  The victim’s wife heard yelling and came outside and saw her husband on the ground.  She called 9-1-1 to report the incident.  The males were seen running westbound from the scene. 

A responding KPD Officer saw a male run across 500 blk. of S. 6th street.  The officer was able to stop the male near the train tracks and noticed that the subject had blood on his hands.  Initially he was uncooperative and refused to give a statement.  He was identified by witnesses as being involved.  Omar Valdez (18YOA) of Dallas has been arrested and placed in the Kleberg County Jail.  Mr. Valdez has been charged with Capital Murder.  No bond has been set for Mr. Valdez at the time of this release.
