Nueces County Constables Office
KINGSVILLE, TEXAS (News Release) - The Precinct 3 Nueces County Constable’s Office participated in a long-standing holiday tradition on Tuesday, Dec. 23, 2025, during the annual bicycle giveaway at Joe’s Barber Shop in Kingsville.

The event was founded many years ago by Joe Villarreal Sr., affectionately known throughout the community as “Santa Joe.” Although the community recently lost Villarreal Sr., the tradition continues under the leadership of his son, Joe Villarreal Jr., who has carried on his father’s legacy of giving.
There was no charge to participate in the giveaway. Children were entered into the raffle simply by accompanying their parent to the barber shop, ensuring the event remained accessible to families throughout the community.
Constable Jimmy Rivera and Chief Deputy Rick Salinas had the honor of drawing the names of this year’s bicycle recipients.
A special thank you was extended to Ted Hernandez, whose generous donation of bicycles made the event possible once again. Community leaders and organizers said the annual giveaway continues to reflect the spirit of generosity and service that Santa Joe brought to Kingsville for so many years.
