FAA Grants Awarded to Fund Critical Airport Projects

CORPUS CHRISTI - Corpus Christi International Airport (CCIA) has been awarded 8.8 million dollars in federal grants for critical infrastructure and safety projects. The money will be used to repair portions of the general aviation apron on the west side of the airport as well as to completely replace the general aviation apron on the east side. The aprons are the concrete pathways that allow for the parking and navigation of aircraft near buildings. The grant will also fund a portion of the commercial apron which is necessary for the safe navigation of air carriers operating at CCIA. Also included in this grant, is money to purchase a new Aircraft Rescue Firefighting truck to replace one that is 19 years old.
The grant money comes from the Federal Aviation Administration (FAA) for pre-approved projects. Normally, projects that are funded as part of the Airport Improvement Program (AIP) require a 10% local match. This year, the FAA will also pay the local match portion, thanks to the Coronavirus Air, Relief, and Economic Security (CARES) Act which earlier this year, provided money to airports in the wake of the economic hardships that have fallen on airports due to a dramatic decline in air travel.
“These projects will help CCIA create the safest environment possible for all of our aviation customers, for the airlines, and for our employees,” said Fred Segundo, the Director of Aviation at CCIA. “These improvements would be hard to complete without the help that we get from our federal partners.”
The AIP program is largely funded by the Aviation Trust Fund, which is made up of taxes paid by the various customers who actively use airport facilities. The projects are slated to begin in the Fall and will be completed at various times in the coming year.

AUSTIN – Attorney General Ken Paxton commended a settlement awarding $20 million to the Texas Parks & Wildlife Department (TPWD) to remedy devastation caused by the failure of Asplundh Tree Expert, LLC to properly manage vegetation growth. Almost nine years ago to the day, unmaintained trees damaged power lines and sparked a wildfire that destroyed 1,700 homes and burned 96 percent of the Bastrop State Park, which is one of only seven state parks across the country that have been designated as a National Historical Landmark.
“This settlement marks a monumental step in the continued restoration of the Bastrop State Park and healing of this beautiful Texas community,” said Attorney General Paxton. “After fires and floods brought colossal damage, TPWD has been expertly nursing this state treasure back to health. As more work is still needed, I commend this settlement and the hard work of everyone involved for providing much needed remedy to this stunning Texas landmark and those who fight for its conservation.”
“The Bastrop wildfire was unquestionably a tragedy that took a terrible toll on the local community, Bastrop State Park, and the unique ecology of the Lost Pines,” said Carter Smith, Texas Parks and Wildlife Department executive director. “This landmark settlement will go a long way to help recover the state park and its wildlife and plant communities. By investing in strategic land acquisition and restoration around the park, this will benefit people and wildlife for decades to come. We all owe a debt of thanks to the state Office of the Attorney General for diligent assistance with this case.”

CORPUS CHRISTI The City of Corpus Christi along with several agencies including Nueces County, Magellan E&P, the United States Coast Guard, the Texas Commission on Environmental Quality (TCEQ), the Texas General Land Office (GLO) and the Railroad Commission of Texas (RRC) are closely monitoring a natural gas, condensate and water leak from an offshore rig two miles from North Padre Island’s shoreline near Bob Hall Pier.
According to the Coast Guard, they received a report early Tuesday morning of white smoke billowing with a loud sound from an unmanned Magellan E&P owned platform.
No one was injured and currently, no action is required from residents. TCEQ is currently monitoring the air quality and assure City leaders that there is no threat to residents.
TCEQ will continue monitoring the area overnight and a survey crew is expected to inspect the platform tomorrow (Wednesday) as long as weather conditions allow it.

The City of Corpus Christi is informing residents and visitors that the Gulf Beaches will remain accessible by vehicle for Labor Day Weekend, September 5 to 7, 2020. The Bay Beaches will remain open also. Beach visitors are asked to follow CDC recommendations and take daily precautions for health and safety. Play It Safe while enjoying the beach!
Recommended Safety Procedures:
While on the beach, observe and follow the flag warning system to be aware of surf and/or rip conditions. The flags are located throughout the beach and at lifeguard stands.
Individuals should avoid being in a group larger than 10 individuals. Within these groups, individuals should, to the extent possible, minimize in-person contact with others not in the individual’s household.
Minimizing in-person contact includes maintaining 6 feet or more of separation from individuals.
When maintaining 6 feet of separation is not feasible, other methods should be utilized to slow the spread of COVID-19 such as wearing a face covering or mask, washing or sanitizing hands frequently, and avoiding sharing utensils or other common objects.

Texas Sues Harris County for Sending Out Mail-In Ballot
Earlier this year, the Texas Supreme Court ruled that fear of contracting COVID-19 does not qualify as a “disability” and mail-in ballots must be preserved for qualifying groups.

AUSTIN – Attorney General Ken Paxton filed a lawsuit on Monday, August 31, against Harris County Clerk Chris Hollins for sending unsolicited mail-in ballot applications to over two million Harris County registered voters in blatant violation of Texas election laws. Under Texas election law, mail-in ballots are reserved for a few limited categories of qualified voters who are age 65 and older and voters who are disabled. Earlier this year, the Texas Supreme Court ruled that fear of contracting COVID-19 does not qualify as a “disability” and mail-in ballots must be preserved for qualifying groups. The Harris County Clerk’s proposed mass mailing would sow confusion because applications would go to all registered voters, regardless of whether they legally qualify to vote a mail ballot and regardless of whether they even want to vote by mail. Texas law requires the clerk to send applications to voters who specifically request them.
“Election officials have a duty to reject mail-in ballot applications from voters who are not eligible to vote by mail. Unfortunately, instead of protecting the integrity of our democratic process, the Harris County Clerk decided to knowingly violate election laws by preparing to send over two million ballot applications to many Texans who do not qualify and have not requested to vote by mail,” said Attorney General Paxton. “This blatant violation of law undermines our election security and integrity and cannot stand. I will continue to fight for safe, fair, and legal elections across the state.”

Healthy Texas Women Program Launches Enhanced Postpartum Care Services
Beginning September 1, approximately 90,000 Healthy Texas Women clients will automatically receive a new postpartum care coverage for up to 12 months.

AUSTIN – The Texas Health and Human Services Commission announced today the launch of an enhanced postpartum care services package for eligible women enrolled in Healthy Texas Women, called HTW Plus. Beginning September 1, approximately 90,000 Healthy Texas Women clients will automatically receive this new postpartum care coverage for up to 12 months.
“Routine and timely postpartum care is critical in improving the overall health of mothers and babies in Texas,” said Michelle Alletto, Texas HHS chief program and services officer. “Improving and enhancing these services further ensures continuity of care to women at all stages of life.”
In addition to the array of core women’s health and family planning services offered by the Healthy Texas Women program, HTW Plus provides physical health, mental health, and substance use disorder services that address asthma, diabetes, hypertension, certain cardiovascular conditions, perinatal mood and anxiety disorders including postpartum depression, and substance use disorders including drug, alcohol, and tobacco use.
"Maternal mortality is an important issue for all Texans, and that's why I authored and passed Senate Bill 750 with bipartisan support,” said State Sen. Lois W. Kolkhorst, chair of the Senate Committee on Health and Human Services. “Our state will provide these targeted treatments, such as mental health, diabetes, asthma, addiction, and heart disease, so that we can directly improve our state's maternal mortality rate and keep every Texas woman safe."
Covered services include:
Cardiovascular imaging and laboratory studies, blood pressure monitoring equipment, and antihypertensive, anticoagulant, and antiplatelet medications
Diabetes management services including labs, additional injectable insulin options, blood glucose testing supplies, and voice-integrated glucometers for women with diabetes who are visually impaired
Asthma medications and supplies
Psychotherapy and peer specialist services for postpartum depression and other mental health conditions
Screening, brief intervention, and referral to treatment (SBIRT); medication assisted treatment (MAT); and peer specialist services for the management of substance use disorders
Tobacco cessation drugs
While all women in Healthy Texas Women have access to screening, diagnosis, and medication to treat postpartum depression, women with HTW Plus coverage will also be able to receive outpatient individual, family, and group psychotherapy services, as well as peer specialist services.
Approximately 90,000 postpartum women enrolled in Healthy Texas Women on average each month will be covered by HTW Plus and have access to expanded postpartum care services for up to 12 months after the date of enrollment in the Healthy Texas Women program.
In 2019, Gov. Greg Abbott signed Senate Bill 750, which directed HHSC to evaluate postpartum care services provided to women enrolled in the Healthy Texas Women program after the first 60 days of the postpartum period, and develop a postpartum care services package for women enrolled in the Healthy Texas Women program.
HHSC contracted with The University of Texas Health Science Center at Tyler and The University of Texas System Population Health to conduct an evaluation of services used by women in the Medicaid for Pregnant Women program in comparison to the Healthy Texas Women program. Additionally, findings from the Maternal Mortality and Morbidity Review Committee informed the HTW Plus service package. The evaluation focused on services related to the major health conditions recognized as contributing to maternal morbidity and mortality in Texas—common cardiovascular conditions, substance use disorders, mental health conditions, and certain chronic health conditions.
HHSC will issue new HTW Plus pink cards and an updated information packet to women eligible for the new service package.
About Healthy Texas Women
The Healthy Texas Women program provides family planning services and other women’s health services that contribute to preconception care and better birth outcomes. The program provides a wide variety of women’s health and core family planning services, including contraception, cancer screenings and pregnancy testing. In Fiscal Year 2019, about 279,000 women on average each month were enrolled in the Healthy Texas Women program.

The Corpus Christi Parks & Recreation Department is now accepting applications for vendors at its City beaches until 5 p.m. on Friday, September 4, 2020. The City will issue five-month Vending Permits from October 2020 to February 2021 to vendors who qualify. There are two Cole Park and nine Gulf Beach vendor locations. In addition, vendors can also request other park locations throughout the city. Applications will be reviewed, and if necessary, a drawing will be held to determine vendor locations if multiple vendors select the same location. Vendors will be notified after the selection has been made to issue the permits for the locations prior to the beginning of the permit period. The selected vendors are required to undergo and pass background checks prior to issuing permits. The application form and requirements are available on the City of Corpus Christi website.

This indoor sport will be held Tuesday through Thursday from 9am–11am, beginning on September 8, 2020, at the Corpus Christi Gym, 3202 Cabaniss Parkway. Pickleball is a fun way to get active!
Pickleball is a fun sport that combines elements of tennis, badminton, and table tennis. The game is played using paddles volleying a plastic ball with holes, like a whiffle ball but slightly smaller, on a badminton-sized court with a modified tennis net. Games can be set up for singles or doubles.

Ocean Drive Restoration Project Nearing Final Approval
Corpus Christi’s most scenic route will soon undergo a much-needed restoration improving mobility and connectivity for the 14 mile stretch from IH 37 to Ennis Joslin Road.

CORPUS CHRISTI – Ocean Drive, Corpus Christi’s most scenic route will soon undergo a much-needed restoration improving mobility and connectivity for the 14 mile stretch from IH 37 to Ennis Joslin Road.
At the Council meeting on August 25, Mayor Joe McComb and City Council Members approved, on first reading, a construction contract with Haas-Anderson Construction, LTD., of Corpus Christi for the mill and overlay of Ocean Drive from Louisiana Avenue to Ennis Joslin Road. The $10.4 million contract includes the milling of all road surfaces, base repair as needed, and new asphalt pavement including all bike lanes, traffic signs, pavement markings, minor curb and gutter improvements.
Additional work is planned at Ocean Drive and Shoreline Drive from IH 37 to Lomax Street. This area has been approved for repair and has been awarded to Bay Limited.
City Council’s final approval for the Hass-Anderson contract is scheduled for September 2020. Both the Bay Limited and Haas-Anderson Construction projects will be performed concurrently beginning in October of 2020 and completed in the Summer of 2021.
A groundbreaking ceremony for the project is scheduled for a date in October with construction starting shortly thereafter.

AUSTIN – Attorney General Ken Paxton issued a consumer alert warning Texans and Texas companies to exercise caution with any purchase order purporting to come from a state agency when they have not established prior contact with that agency. Recently, scammers and entities posing as state agencies have sent out purchase orders for goods. The company receiving the fraudulent purchase order then processes the order, ships the goods and never receives payment from the scammers.
“All Texans should be aware of unsolicited purchase orders and requests from fraudsters impersonating leaders in their government. This is a scam that deceitful individuals are using to enrich themselves at the expense of hardworking citizens,” said Attorney General Paxton. “My office has a long history of pursuing those who attempt to defraud Texans and we stand ready to assist anyone harmed by these schemes.”
Texas state agencies have detailed procurement procedures for purchase orders and contracts. All unsolicited purchase orders supposedly sent from state agencies should be independently verified through direct contact with the agency.

On August 20, 2020, Texas Gov. Greg Abbott authorized TWC to submit the application for the additional $300 made available under President Trump’s Lost Wage Assistance Executive Order. TWC is working to implement this change as quickly as possible.
To help you understand how this program may impact your benefits, we've compiled frequently asked questions on the Lost Wage Assistance Program.
What is the LWA program?
President Trump signed four Presidential Memorandums on Aug. 8, 2020, including one to offer enhanced unemployment insurance benefits of $300 per week. The U.S. Department of Labor (DOL) and the Federal Emergency Management Agency (FEMA) continue to provide guidance to each state for the proper administration of the benefit. The Department of Workforce Services will continue to communicate the guidelines of the program as they are finalized by these federal agencies.
Who is eligible to receive the $300?
To be eligible for LWA benefits:
Your weekly benefit amount must be $100 or more.
You must receive at least $1 of benefits from one of the following programs:
Regular unemployment insurance
Unemployment Compensation for Federal Employees (UCFE)
Unemployment Compensation for Ex-Servicemembers (UCX)
Pandemic Emergency Unemployment Compensation (PEUC)
Pandemic Unemployment Assistance (PUA)
Extended Benefits (EB)
Shared Work
Trade Readjustment Allowances (TRA)
You must certify that you are unemployed, partially unemployed, or unable or unavailable to work due to disruptions caused by COVID-19.
LWA is not payable to individuals collecting Disaster Unemployment Assistance (DUA).
I did not certify that my claim was COVID-19 related when I first applied, can I do so now?
If you have not previously certified that your claim is COVID-19 related you will be given the opportunity to do so on your next payment request.
I’m on a shared work program, how do I certify that my reduced hours are COVID-19 related?
If you are on a shared work program, TWC will reach out to clarify if your reduction of hours is COVID-19 related.
How do I apply for the additional $300?
If you are already receiving benefits, no application is required. Continue requesting payments as normal. Our team is updating the system. Eligible claimants should receive the additional $300 a week on their first payment request on or after 8/23/2020.
Will the additional $300 be backdated?
Yes, the President’s Executive Order allows for additional $300 a week to be backdate to the week of August 1, 2020.
Will the additional $300 appear on my account?
Like the previous additional benefits, this amount will not be added to the weekly benefit amount visible on your account but will be added when deposited.
Why is it an additional $300?
This is the amount set forth in the Presidents Executive Order and agreed upon by the State of Texas.
If my weekly benefit amount is less than $100, do I receive the additional $300?
If you receive less than $100 a week of unemployment benefits you are not eligible to receive the additional $300.
Is the additional $300 paid per week?
Yes. Since TWC deposits payments every two weeks, eligible claimants will receive an extra $600 every two weeks.
I returned to work between 8/1 and 8/23, do I qualify for backdated payments?
Yes, if someone returned to work between 8/1/2020 and 8/23/2020 they may be eligible. We will review those claims and if needed reach out to those individuals.

WASHINGTON – A new school year is approaching and with it, changes to your usual routine.
“Parents are juggling many decisions as students may be returning to school for the first time since the COVID-19 pandemic began, and others may still be distance learning,” said Dr. Mindy Brashears, Under Secretary for Food Safety at the U.S. Department of Agriculture (USDA). “You don’t want to add foodborne illness – commonly called food poisoning – to your list of concerns, so take time to plan and prepare your children’s lunch meals safely.”
USDA encourages families to be prepared by adding a few essential items to your back-to-school shopping list. They can be used to avoid mistakes in the kitchen that can lead to illness.
“Having the whole family follow some simple food safety behaviors can help them avoid all kinds of illnesses this time of year, including foodborne illness,” said Paul Kiecker, Administrator for USDA’s Food Safety and Inspection Service. “This list of items can help you and your family make sure lunches and snacks are safely prepared, following the USDA’s four steps to food safety: Clean, Separate, Cook, and Chill.”
Hand wipes, hand sanitizers, soap and towels
Now more than ever, it’s important to keep these items visible as a reminder to clean hands and surfaces. People tend to rush through the steps of washing when they are on-the-go. Recent USDA research conducted in test kitchens revealed participants were not washing their hands properly up to 99 percent of the time before and during meal preparation. Wash hands with clean, running water (warm or cold) and soap for at least 20 seconds and dry them with a clean cloth or towel. Hand wipes and 60 percent alcohol-based hand sanitizers can be used to clean hands and surfaces if water and soap are not available. Remember to wash cutting boards, dishes, utensils and countertops with soap and hot water after preparing each food item and before proceeding to the next item. A bleach-based solution can be used to sanitize surfaces and utensils.
Different colored cutting boards
If you’re preparing perishable foods that require cutting (for example, bacon and chicken for salad) make sure you separate raw meat and poultry from ready-to-eat foods (such as fruits, vegetables, cheeses, etc.) to avoid cross-contamination. Harmful bacteria can spread throughout the kitchen and get onto cutting boards, utensils, countertops and other ready-to-eat foods you’re preparing. Different colored cutting boards are a good reminder of this step. Use a green cutting board for fresh produce and another color for meat and poultry.
Food thermometers
A food thermometer is the only way to know that foods are safely cooked to a temperature high enough to kill any harmful bacteria that might be present. Have a food thermometer easily accessible. It will be easier to remember the cook step if the thermometer is always reachable.
Insulated soft-sided lunch boxes, gel packs, and appliance thermometers
If children have lunch outside of the home, make sure they have an insulated, soft-sided lunch box or bag to keep perishable items in their lunch cold. A frozen gel pack, combined with a frozen juice box or bottle of water, should keep lunches chilled and safe until lunchtime. Place them on top and bottom of perishable food items to keep them cold and avoid the “Danger Zone” (temperatures between 40 and 140 degrees Fahrenheit where bacteria can multiply quickly and cause illness).
Insulated containers
When children take a hot lunch outside of the home, insulated containers are important to keep food that should be served hot safe. Use an insulated container to keep soup, chili, and stew hot at 140 degrees Fahrenheit or above. Fill the container with boiling water, let it stand for a few minutes, empty, and then put in the piping hot food. Keep the insulated container closed until lunchtime to keep the contents hot.
Stop by the food preparation aisle at your grocery store to find many of these items on your back-to-school food safety list. By using them, you can keep your children (and the rest of your family) safe from foodborne illness.

CORPUS CHRISTI – Saturday, August 22, residents will receive a personal cooling misting fan, along with a fun at-home family activity, and a snow cone as part of Reliant Energy’s “Beat the Heat” Program cooling kits. These will be available through curbside pick-up at Lindale Senior Center, 3135 Swantner Drive, from 11 am to 12 pm.
For the past 11 years, Reliant has partnered with the Corpus Christi Parks & Recreation Department to provide a safe way for Corpus Christi residents to stay cool during the hottest days of summer with its “Beat the Heat” Program.
Each week until August 29, 2020, Reliant and the Corpus Christi Parks & Recreation Department will provide a different personal mini cooling product, a fun at-home activity, and a cool snack to residents.
The curbside distribution schedule will continue Saturdays now through August 29, 2020, from 11 am to 12 pm at the designated locations. This week’s at-home activity varies by age group, to include play packs, coloring books, word finds, painting kits, games, puzzles, wood shop kits, or bolt building kits. A limited quantity of 200 kits will be given out; one kit per person; and, resident must be present to receive items.

After School Program “After Hour Kid Power”
This program is ideal for working parents or guardians that are seeking a safe and convenient location where their children will be supervised after school.
CORPUS CHRISTI – The Corpus Christi Parks and Recreation Department wants to inform the public of its new after school program name, “After Hour Kid Power” (formerly named Latchkey), with a new sign-up process for the 2020-2021 school year.
This program is ideal for working parents or guardians that are seeking a safe and convenient location where their children will be supervised after school. The program starts on September 8, 2020, Monday – Friday from 3 p.m. – 6 p.m., in conjunction with the Corpus Christi and Calallen Independent School Districts schedules.
The program aims to help children build positive self-esteem through their involvement in a wide-range of activities which include recreational and fitness skills. All program staff are trained in child development and certified in CPR and First Aid. The program is licensed by the Texas Health and Human Services.
Additionally, a new safety protocol will be offered this year as we Play it Safe due to COVID-19. All children will have their temperatures taken at the door prior to entering. Parents will be required to pick up their children outside of the facility. Additional restrictions and safety guidelines which will be implemented and are listed at www.ccparkandrec.com.
