Texas Investigates AI Data Center Over Potential Misuse of Land

AUSTIN, TEXAS (News Release) - Attorney General Ken Paxton launched an investigation into the proposed development of an AI data center in Taylor, Texas on land conveyed more than 25 years ago for use as public parkland in the future.

In 1999, the Bland Family conveyed the property to the Texas Parks and Recreation Foundation “to be held in trust for future use as parkland” by Williamson County for $10. The property subsequently changed hands several times, including a transfer to the City of Taylor in 2003 for $10 and a 2009 conveyance to the Taylor Economic Development Corporation (“TEDC”). In April 2025, TEDC sold the property to NCP Travis TPP Project, LLC, the Delaware entity behind the development of the proposed Blueprint Projects Data Centers (“Blueprint”), for $10 million.

Attorney General Paxton is investigating whether the land may be used for the private development of a large AI data center. The investigation will determine whether the trust and restriction referenced in the 1999 deed were modified, released, or terminated in a manner expressly provided for in a granting instrument or as required by law. If the investigation determines that the property is subject to a charitable trust or other restriction, Attorney General Paxton will seek court intervention to ensure the restriction is not disregarded.

“I will not allow any person or entity to disregard the rule of law or obligations owed to the public,” said Attorney General Paxton. “If the Taylor data center development is unlawful, I will do everything in my power to stop it and hold those who have violated the law accountable.”
