City Council Receives Short-Term Rental Policy Update

CORPUS CHRISTI (News Release) – The Corpus Christi City Council received a briefing today regarding Phase 2 of the Short-Term Rental (STR) Ordinance process. Following the adoption of the STR Registration Ordinance for Flour Bluff and North Padre Island (Phase 1) in January, City staff then focused on evaluating land use, zoning districts, and density issues to determine if areas within single-family zoning districts might be appropriate for STR use across the city.

Here's a summary of the Phase 2 recommendation:

  • No STRs would be allowed in single-family zoned areas on Padre Island

  • STRs in homesteads with owner on-site would be allowed city-wide (except on Padre Island) with no density requirements

  • STRs in single-family zoned neighborhoods would be allowed (except on the Padre Island) at only 15% of all homes on one side of a street

  • The appeals process, which would include community support for more STRs on the street, would be managed through the City's Board of Adjustment

City staff began Phase 2 of the process by meeting with the STR Stakeholder Advisory Group.   The 17-member group has completed the following:

  • An area review of Corpus Christi, looking at sections of the City that may or may not be appropriate for STR use

  • Discussed different potential ordinance topics, including density/saturation options as well as tiers/types of STRs

  • Reviewed other Texas municipalities’ STR distributions and best practices

  • Deliberated over the most appropriate options for Corpus Christi.

In collaboration with Eric Wilhite from McAdams Consulting, City staff is now working on a draft of the Phase 2 Ordinance, considering feedback received from the STR Stakeholder Advisory Group, public comments, and best practices from Texas across the country.

Tuesday's staff presentation requires no action. The schedule has six additional weeks of input before a final vote on the Phase 2 Ordinance in late June.
