Man Dies After He is Stuck by Vehicle While Fleeing
On September 25, 2022, a Border Patrol agent assigned to the Uvalde Border Patrol Station and two Army National Guardsmen on federal duty were conducting freight train inspections at Yucca Siding in Knippa, Texas, approximately 14 miles northeast of Uvalde, Texas. The National Guardsman observed several suspected migrants on the east bound freight train at approximately 6:14 a.m. and broadcasted the sighting over his issued Border Patrol service radio. The agent responded to the train siding to inspect the train.
The agent located and apprehended a man with his wife and child a short time later. The Border Patrol agent requested a transport vehicle to respond to Yucca Siding to assist with the apprehended migrants. One National Guardsman stayed with the three illegal migrants awaiting the transport vehicle while the agent and the other guardsman continued searching for more migrants along the south side of the train while inspecting the grain hoppers.
The National Guardsman then observed suspected illegal migrants running along the top of the grain hoppers toward the rear of the train.
As the agent and the guardsman approached the rear of the train on foot, the agent transitioned to the north side of the tracks to determine if the migrants dismounted the train on the north side. The guardsman observed suspected migrants dismount the train on the south side of the tracks and run towards U.S. Highway 90, which is approximately 107 feet from the train tracks. A short time later, the agent and the guardsman heard a loud crash and observed a vehicle come to a stop on the highway.
The agent and the guardsman responded to the location and observed an injured man on the side of the road. The agent used his cellular phone to call the Uvalde Border Patrol Station to request emergency medical services at approximately 6:34 a.m. The agent, who is a certified Emergency Medical Technician, performed CPR on the man while awaiting EMS. The agent stopped CPR, ran back to his USBP vehicle, retrieved an automated external defibrillator and returned to the accident scene. The agent placed the defibrillator on the man and continued performing CPR.
Uvalde EMS arrived on the scene and took over life saving measures at approximately 6:53 a.m. Uvalde EMS administered the Lund University Cardiopulmonary Assist System device for approximately two minutes but ceased operation of the device after assessing the man’s condition. The Uvalde County Justice of the Peace arrived on scene and declared the man deceased at approximately 7:45 a.m.
The man’s identity remained unknown as of October 12.
The incident is being investigated by the Texas Department of Public Safety and is being reviewed by CBP’s Office of Professional Responsibility. The Department of Homeland Security’s Office of Inspector General was also notified of the incident.
