City of Corpus Christi Approves Design Services for Water Reclamation Plants Citywide

CORPUS CHRISTI, TEXAS (News Release) – Corpus Christi City Council authorized a professional services contract with Garver, LLC, to provide preliminary design services for the Reclaimed Water Infrastructure project. The contract will evaluate and develop a direct and indirect potable reuse plan for the Oso, Greenwood, Allison, and Broadway Water Reclamation Plants (WRP). This project is part of the City's long-term strategic plan to develop additional water supplies by expanding water reuse capabilities.

The City has used wastewater effluent for non-potable reuse since the 1960s. It reuses approximately 3% of the total effluent produced by Oso, Greenwood, and Laguna Madre WRPs. The remainder is discharged into creeks, bays, and estuaries.

The preliminary design phase will include a 12-month water characterization study required by the Texas Commission on Environmental Quality (TCEQ). This feasibility and preliminary design project will analyze water quality, determine permitting requirements, establish a pilot plant protocol, and provide a conceptual, preliminary design of a full-scale water purification facility and its budgetary costs. Both direct and indirect reuse alternatives will be evaluated. 

“This investment in reclaimed water infrastructure reflects our city’s commitment to long-term sustainability and smart water management,” said Mayor Paulette Guajardo. “By advancing the design phase for our water reclamation plants, we’re taking a proactive step to secure Corpus Christi’s water future and support responsible growth across our community.”

The preliminary design is scheduled for completion in May 2026. Depending on the project recommendation, the design and construction phases will be developed later.
