Construction Contract to get Elevated Storage Tanks Online before Summer 2022

CORPUS CHRISTI (News Release) – The Corpus Christi City Council awarded a construction contract to ACP Limited of Boerne, TX for the new Holly and Rand Morgan Elevated Storage Tank (EST) implementation project. The $4.6 million initiative will be funded from the FY 2022 Water Capital Fund.

In 2010, the Texas Commission on Environmental Quality (TCEQ) issued a notice to the City that it did not have the required elevated storage volume of 100 gallons per connection. In June 2012, TCEQ approved the City’s Alternative Capacity Requirement (ACR) Implementation Plan.

The Holly and Rand Morgan ESTs were constructed in 2018 as part of the strategy to meet the required storage volume. However, the city experienced multiple waterlines break throughout the system when the tanks were brought online. The ESTs were removed from service as the new pressure was too high for the older water mains.

In June 2020, a Texas water engineering firm CP&Y Inc. conducted a study that recommended improvements to be made that will allow the tanks to be placed into service. Recommended upgrades include the demolition of old pipe and valves and the installation of new pumps, piping, isolation valves, and electrical instruments.

The project is anticipated to begin construction in January 2022 and will be completed in May.
