CORPUS CHRISTI, TEXAS — (News Release) The Corpus Christi City Council approved a $5,000,000 Economic Incentive Agreement for the development of the Casa Blanca Village Apartments. Corpus Christi Capital Group, LLC and Corpus Christi Party Hotel, LLC will use the investment to transform two vacant hotels into a vibrant multi-family workforce housing community.

The City’s Office of Economic Development facilitated the agreement with Al Rajabi of San Antonio, the owner and operator. The total project cost is estimated at $60,000,000.  

Situated along Corn Products Road between IH-37 and Leopard Street, Casa Blanca Village will be a mixed-income multi-family apartment complex that will deliver up to 400 apartment units, with up to 200 units dedicated to workforce housing. The workforce units will be subject to HUD’s Annual Fair Market Rent Limits and reserved for households earning at or below 100% Area Median Income (AMI). The remaining units will be available at market rates.

To support the development, the City will provide incentives of $25,000 per workforce unit, up to 200 units. These incentives will be reimbursed annually over ten years. Phase one of the project is expected to be completed by December 2026, and phase two by June 2028.

“This project will provide the region’s workforce with affordable housing options and reinvest in an area by redeveloping blighted properties. This project would not be possible without the support of the Mayor and City Council, City Manager, and the City’s Economic Development staff,” Developer Al Rajabi said.
