Recently, City Manager Peter Zanoni delivered to the City Council the Fiscal Year 2027 Proposed Operating & Capital Budget. The new fiscal year begins on October 1, 2026, and ends on September 30, 2027.
The City projected a $900,000 General Fund revenue shortfall in May based on preliminary property values. On July 25, 2026, certified values were received, resulting in $3 million less in property tax revenue than originally forecast. Through proactive financial planning and disciplined fiscal management, the City developed a balanced FY 2027 proposed budget that will continue to deliver essential services and maintain the City's financial stability.
Earlier in FY 2026, anticipating a revenue shortfall, the City implemented a mid-year budget adjustment that generated $1.7 million in recurring savings through spending reductions. The continued focus on responsible fiscal discipline and strategic decision-making enables the City to overcome the remaining gap. This commitment to sound financial stewardship is further demonstrated by the third consecutive year of strategic budget decisions, resulting in nearly $20 million in recurring expenditure reductions or revenue adjustments in the past three fiscal years, including $12 million in FY 2025, $7 million in FY 2026, and $900,000 proposed in FY 2027.
The Fiscal Year 2027 General Fund proposed budget focuses on long-term water security and wastewater management, as well as Police, Fire, Streets, and Parks, consistent with community input and City Council priorities.
The next step in the Fiscal Year 2027 Budget Process is to continue collecting feedback from City Council and the community through additional budget workshops and community input sessions.
To ensure all residents have a convenient opportunity to attend and participate in community input sessions, they are scheduled at multiple locations throughout the city. Attendees can learn about the budget and will be able to provide feedback.

The City Council will adopt the final budget for FY 2027 with a first reading on September 1, and a second reading on September 8, 2026.
