CORPUS CHRISTI (News Release) – The City Council approved an ordinance that updates the City’s Right of Way License Agreement for Dockless Vehicle Ordinance including fees, maximum speed limits, a cap on the number of scooters citywide, and a designated parking requirement.

Since 2019, dockless scooters have provided riders with greater access to the Downtown area, improved access to the SEA District, Marina Arts District, and Hospital District for leisure activities, and getting to and from work.

City staff surveyed the electric scooter programs in other cities in Texas and recommended changes based on their findings and lessons learned in the first two years of operation in the city. 

The ordinance amendments will change the fee structure for scooter companies to $60 annually per scooter plus 0.30 cents per trip.  Currently, the fee structure is $1 per scooter per day.

A maximum of 1,200 scooters will be allowed to operate within the city with a cap of 300 scooters to be parked on the Seawall from the American Bank Center to Water’s Edge Park.

Designated scooter parking areas or corrals will be located throughout the Downtown area, SEA District, and the Seawall from Cole Park to the American Bank Center. The City is working with private businesses, Parks and Recreation, Marina, and Public Works to identify optimal parking corral locations.

Scooters parked along the Seawall will be required to park in a corral. This will be enforced through geo-fencing.

This will better enable sidewalks to be clear of parked scooters and allow safer pedestrian use.

Geo-fencing will also determine the scooters’ speed limit depending on where it is located. Scooters driven on the Seawall will be allowed a maximum speed of 10 miles per hour and 20 miles per hour anywhere else within the city. A safety measure for riders and pedestrians on sidewalks.
